In order to further strengthen the use and management of mining hoist winch, reduce the occurrence of transportation accidents, and achieve safe transportation, this management regulation is formulated
1. The mining hoist winch used must be inspected and repaired daily by the inspection and maintenance personnel responsible for the winch, steel wire rope, ground wheel, track, and safety facilities established by the using unit. Responsible for management, use, daily maintenance, and minor repairs, major repairs are handled by the mechanical and electrical factory.
The mine winch driver must be fixed and unlicensed operations must be avoided. After passing the training and examination in the well area, the mechanical transportation department will apply for a driver's certificate and hold the certificate to work.
2、 Underground mining winch that have been in use for more than a year and have an angle of inclination greater than 15 ° should be installed on a concrete foundation. They should be temporarily used and the angle of traction of the inclination should not exceed 15 °. When the load is less than three-quarters of the rated load of the winch, they can be fixed with two pressure pillars. The fixing of the pressure pillars must be checked regularly.
3、 The installation quality of all mining hoist winch should meet the requirements of design and installation quality standards. After installation is completed, they should be accepted and qualified before being put into use.
4、 Winch management requires a dedicated person to charter the mine winch, and whoever uses it must manage and maintain it in good condition. Safety devices such as winch clutch, braking system, and rope guard must be complete and reliable. Otherwise, it is not allowed to use. The steel wire rope, hook head, and connecting device of the vehicle must meet the requirements. The trailer must use a safety hook head, and when the inclination angle is greater than 12 °, a safety rope must be used.
5、 Regular maintenance should be carried out on the underground mining winch, and it is prohibited to switch or use it beyond the specified period underground. After the overhaul of the winch, a dedicated person should be responsible for quality inspection. Unqualified winches are not allowed to be used.
6、 The steel wire rope and safety rope for mining hoist winch lifting must strictly follow the daily inspection system, which is the responsibility of the maintenance personnel of the using unit, report to the dispatch room, and designate a dedicated mechanical and electrical rope inspector to conduct on-site appraisal. A steel wire rope inspection record book is established at the site of mining hoist winch use, and the detailed inspection of the rope is recorded on it every day.
